The Vatican and Italy are the only countries that border Rome. Rome is a city, not a country. The Vatican is a tiny, independent country within the city of Rome and outside of the city Italy surrounds Rome.

Rome at the height of it's glory extended north all the way to britain, and to southern Germany. It went east all the way to Asia Minor (Modern turkey), South to northern Africa, and west to the iberian pensula (Spain). Well I hope that helps!
