From the factory, a 2000 Honda Civic EX engine does have VTEC on the intake side only. It does not say VTEC on the valve cover, and in stock form you normally cannot tell that it is working, but it is there.Unless the engine has been replaced with a non-VTEC engine or you are not operating the car correctly, VTEC should be engaging at around 5000 rpm while the engine is at normal operating temperature.

The simple answer to this question is a "Yes." It can be done with a few extra parts from the donor car. The ECU (Engine Control Unit) must be replaced with one from the donor car, and a wire must be run from the ECU to the VTEC solenoid on the new (replacement) motor. There are many resources on the web on how to wire VTEC to be operational when converting from non-VTEC to VTEC.

he's a better driver. plain and simple, sorry to burst your bubble. is you engine originally like that or did you put in the vtec motor (im assuming D16Z6 SOHC vtec) and used the regular tranny that was already in the car. if you swapped the motor in and used your CX, VX, or DX tranny, the gearing in the tranny is different and could cause you to be slower.
