drops of oil coming out of the tail pipe can be caused by a busted motot block broke rings cracked head or head gasget
i had the same problem , it was the PCV valve out of it's oil seal and there was a leak also in the manifold that was absorbing oil from around the PCV while kicking the gas ,
after i changed the PCV and tighten the manifold its over and the engine became great.
Most likely the heater core is leaking. Has to be replaced.
A cracked engine block
There are two oxygen sensors on a 1989 Crown Victoria. One is located on each of the exhaust pipes coming off the exhaust manifold.
Probably scoured rotors.
Most common cause is a head gasket leak. This allows coolant to get into the combustion chamber resulting in the cloud of white smoke out the tailpipe.
