The thing about restraining orders (at least where I live,) is that you must press charges for harassment first, and then once you have pressed charges for harassment you may file for a restraining order. I don't know where you are from, and I'm not a lawyer so I'm not 100% sure about the laws on this, but I have been told that is how it works in my state. In short- yes, you can get a restraining order against someone who is bullying you, as long as you can prove that they have continued to bully/harass you even after you have asked/told them to stop.

You should stop it. What are the laws in your state or country? Are there Occupational Health and Safely Laws? Are there laws so that an employer has to provide a safe environment? That also includes safety from bullying and discrimination, as well as physical safety. If you are a supervisor and you condone bullying then you could be held liable in the future. Sometimes bullying goes on to physical injury and hospitalization. Serious charges. Don't turn a blind eye. For your own safely as well as the workers you are supposed to be supervising.
Of course not, Freedom of speech is one thing but using it to cause misery to another being is both sadistic and foolish. You may well get sued or put in the jailhouse if the bully'd chose to press charges.
