Dirty coal releases particulates into the upper atmosphere which in the short term tend to reduce the rate of global warming. The long term build up of CO2, however, has an inevitable effect.

Burning clean coal releases the CO2 without the "benefit" of the particulate. Although laws passed in the 1970s to reduce pollution worked very well, the net effect of the cleaner burning coal was to slightly accelerate global warming.

A better definition of 'clean coal' refers to a process of capturing carbon emissions from burning coal before they are released into the air. (Also known as carbon sequestration, as the process has to include some way of storing the CO2, probably underground.) There are various trials going on around the world, but there is nothing successful on a large scale yet. Part of the problem is how to guarantee the stored CO2 won't leak into the atmosphere at some stage in the future.

The effects of this clean coal, of course, if it worked, would mean we could burn all our reserves of coal without carbon emissions, which would be wonderful to slow down global warming. Not many people believe it will ever work, unfortunately!
