Ironically, they are called Strip Fuses. They are not carried by your big name auto parts stores like Auto Zone, Advance, or O' Reilly's. You need to get them from a VW dealership ( if they will sell them to you ) or your best bet will be to find a local foreign car part store to get them, which may be hard to find. Luckily most of these shops specialize European cars and VW's specifically because of VW's complex electrical systems and specialty parts. I just ordered one of these strip fuses for my Jetta today at a local foreign car shop, it ran me $4.50. I over answered the question but hopefully it saves you time.
On the drivers side, at the left side end of the steering wheel there is a compartment which houses the fuses. You need a flathead or strong fingernails to pop the cover off and access the fuses. There are also some fuses and relays under the hood, just above the air filter box.
It's the 1st one marked as "1" in the main relay cluster, right above the fuses under the dash.
It's on the fuse block under the dash with the rest of the fuses it should be relay numbered 109 in big white letters
It is above the left foot rest, under the dashboard, facing down. There is a flap for the fuses there, but you don't have to open it to access OBDII port.

More likely than not the Flasher Relay is defective. Replace it. check all the fuses one in the car another under the hood. make sure all bulbs are ok
The STX38 fuses are easy to find on a tractor. The fuses are located under the hood.
Locate the fuses - in the fuse box under the dash - driver side , only replace burn fuses - they pull out with pliers , there are also fuses under the hood
Try looking under the steering wheel under a panel there should be a bunch of fuses it should be there.
