It depends on where you are. In the U.S. there is no requirement of a license to own a bullet proof vest by federal law, and most states have no requirement for it. It is illegal to wear a bullet proof vest during the commission of a crime, and felons can't own bullet proof vests (I can't recall if that's state or federal laws), but otherwise, anyone can buy a vest.
