What are the legal options for the family of a man who discharges a weapon destroys private property and then dies as a result of being shot and tazered by the police?

Objective reasonableness. If the officers were acting on good faith, and responding in a reasonable manner to the information they have received and to the situation/incident as it happens, then they are protected under qualified indemnity. In your scenario, the person is mental, has a gun, has already fired the gun, and who knows what else.
