In Canada and Greenland you have the Inuit People, who do not like being called Eskimos. In Alaska and Siberia you have the Yupik and Inupiat People, who do not like being called Inuit, but like being Eskimos. There are a scattering of Lapp or Sami people to be found, along with three cities of Russians and one Norwegian city.

Do you mean the Arctic Circle? If so, it is north of the equator. Far North. I have not heard of an Atlantic Circle. There is a North Atlantic and South Atlantic Ocean.
The Arctic Circle is at 66 degrees 32 minutes N latitude. Everything north of the Arctic circle is considered to be the Arctic.
The Arctic Circle lies at about 66.5622 degrees North. The Arctic is the entire area from the Arctic Circle to 90 degrees North, or the North Pole.
You can find the Antarctic Circle about 23 and a half degrees north of the South Pole.
