I'm just taking a stab at it here. But depending on the year of your vehicle, there may be a neutral safety switch. If the car is in gear, it prevents you from starting it... for obvious reasons. Perhaps that switch is malfunctioning. Also, the ignition switch where you put the key in could be damaged. They do go from time to time. I once heard the ignition switch will go more often if you have a set of really heavy keys that hang from it.
There could possibly be broken parts or they simply need to be cleaned. These are basically the 2 ways you can diagnose the problem. If they are not broken then there could be some grit that is binding up causing them not to turn all the way.
