It depends on where you are. In the U.S. there are not many requirements as far as the simple purchase of clips and magazines (two different things, by the way). You have to be at least 21 to purchase a handgun or 18 to purchase a rifle in a gun shop, and the same applies to ammunition, but there is no federal requirement for accessories. That said, some gun stores will not sell handgun accessories to someone under 21, rifle accessories under 18.
As far as magazine regulations, a few states have limits on how many the magazine can hold, but there is no current limit under federal law.
