Because the United Kingdom, the USA, France, Russia and the PRC (China) are on it permanently and all have the power of veto (essentially being able to automatically dismiss any motion that passes through) a lot of motions can't be passed. In the cold war this was a huge problem as all three sides (USA, USSR, PRC- though the US didn't get on as badly with the PRC so they get less mention in the history books) had the power of veto so very few motions that one of them backed could be passed. Right now Russia is blocking intervention in Syria.
