Really need more info, but it could be what is called solar urticaria or eczema. Eczema get worse with moisture and itches and can become scaley; whereas, solar urticaria is common early in spring/summer with red blotchy skin that does not itch and is caused by sun exposure. Eczema can be prevented by decreasing moisture and solar urticaria can be reduced by limiting sun-exposure.
The condition is likely caused by one of the following: (i) a reaction to sunburn. (ii) allergic reaction to the sun cream you're using. (iii) a mild form of eczema, aggrevated by sunlight.
There is not much clear information as to why dog's lips are jagged. Those little bumps on their lips remain a mystery. From what I can gather on the little info that is out there, they are either "grippers" for holding young in their mouths without hurting them, or they are extra taste buds. Perhaps they are both.

DON'T worry about those 'funny bumps' on the areola, those are supposed to be there; they are called Montgomery glands or areolar skin glands. Their function is partially unknown, but scientists suppose they are there to lubricate the nipple/areola area.

Relax darling, those little bumps are common during the change of season to the summer. I'm guessing now your sweat glands are working twice as hard and your skin still has to adapt. Small tip, stop popping them, scrub up, and don't put lotion, I'll be cleared out in no time.

You get it those super small temporary little bumps on your arms and legs from shivering/being cold, or lightly tickling your arm. Some may even get it from being nervous.
When you are pregnant those small bumps leak fluid to help lubricate your nipple to help it not dry out.
When we are cold, the arrector pili muscles contract and pull on the hair bulb, standing the hair in a more erect position. This was an evolutionary response to allow the hair to trap more air and thus give us a better insulation factor. Unfortunately, with our "skimpy fur" this really does not do much good. What we see are little bumps on our skin where the arrector pili muscles have contracted. We call those little bumps, "goose bumps".
