yes, the veto is a power granted to the President by the Constitution. After a bill is passed by Congress it is sent to the President who has 10 days in which he can sent it back to Congress with his objections . This is called "vetoing" the bill.

To veto a bill, the President must send it back to Congress with his objections within 10 days (Sundays excepted) of receiving it . If Congress adjourns before the 10 days are up, the President can veto it by simply doing nothing with it. Such is called a pocket veto.

The president can veto any act passed by Congress that is sent to him for his signature. Of course, a veto can be overridden by a 2/3 vote. Congress passes various proclamations such as those to honor individuals or to declare special days that are not sent to the President. The president has no say about proposals to amend the constitution and , of course, he could not veto a bill of impeachment again him.

The president has rarely vetoed any bills: as of mid-2012, he had only vetoed two of them, both in 2008, and both related to budgetary issues during the financial crisis.
