The US Congress - the Legislative branch.
Article II, Section 2, Clause 2 of the US Constitution states:
He (the President) shall have the Power, by and with the Advice and Consent of the Senate, to make
Treaties, provided two-thirds of the Senators present concur; and he shall nominate, and by and with
the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls,
Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not
herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest
the Appointment of such inferior Officers as they think proper, in the President alone, in the Courts of
Law, or in the Heads of Departments.
As such, the Senate (which is part of the Legislative Branch) has the authority to confirm appointments made by the President.

It is the Legislative Branch that has the power to confirm the appointment of presidential appointments. They also have the power to declare war.
There are many ways Congress sought to limit the power of the executive branch. These are as follows: 1) Congress can override the veto of the president; 2) Congress can refuse to confirm presidential appointments; 3) Congress can impeach the president; 4) Congress can refuse to ratify presidential treaties.
The Legislative branch, more so the Senate, confirms or rejects proposed presidential appointments.

The Legislative branch of the government consists of the House of Representatives and the Senate. This structure was established by the Articles of Confederation. Congress has the sole discretion to enact legislation, declare war and confirm and reject presidential nominees.
