There is no such thing. Every router has its own password, set by the network administrator. Or some routers may not have one. There is no such thing. In general, no it is not possible. Some routers run a version of Linix. If that is the case with your router, it might be possible.
Most likely, you are referring to a Wi-Fi access point (a wireless router), since you don't know the password, I am assuming that you are in a public place. To obtain the password, please ask the router administrator.
This command enables a strong encryption algorithm for the enable secret password command.
The network administrator should have the information at hand. If you are the administrator, contact the hardware vendor for assistance.
Unlikely unless the router still has the default password. Check the manufacturer website for information.
If you have a strong password set for your WiFi network and have never shared it with anyone, chances are your neighbors are not connected to your WiFi network. If you have a router installed you can usually log in and see the table of systems connected to the router. You can always change the password for your network and this will disconnect everyone who doesn't have the right password. If you don't need to enter a password to log on to your network, your network is not protected and a password should be set, to do so, find out the manufacturer of the router and model and then search for instructions on how to protect your WiFi connection for your particular router.
A Control Panel.

open your browser (internet explorer/chrome/mozilla) and type http://192.168.2.1 and this will bring up your router settings. click on security or password or encryption and type your desired password. if it asks for an administrator password, the default password is blank.
Do you mean router password or password to access your wireless network? If they just want to access the net with your network then: If you and your neighbor know each other well then I don't see the problem, tell them they have a certain limit (like 1gb allowance) and if your router is like mine you can monitor usage from the different devices connected to the network, so once they go over there limit you can block their device until the end of the month. If they want your actual router password then don't do it. If you do give them your password to access the net from your network keep that password different from your routers password.
The WEP key is the encryption key (password) of your router, simply use the same key as your PC uses to connect to your wireless network. If you didn't keep a record of the encryption password/key then it is probably displayed on your router setup website page (although you will need your administrator password to access this)
