I'm having the same problem and now I finally figured it out!! There is a small box (about the size of a deck of cards) behind your radio a little to the right. This box is a control module for your forward lights (turn signals, DRL's Ect.). You can pull it out by just lifting the box straight up and then pulling it towards you. When I opened the box I could see that there were some scorches on the board. When you turn the key (to activate the DRL's you will hear a click, when you turn on your turn signals you hear a click and when you turn them off you hear a click. This module is making my turn signals not work properly all the time. I'm going to replace it with a used one from a salvage yard (about $30) This part is interchangeable between many different cars and vans so finding a replacement is not hard at all. This should fix problems that cause your DRL's not to work or to cause your blinkers not to work. I don't think this has anything to do with the hazard lights since this only controls the forward lights. Sheldon

If the turn signals in the dash don't work, what about the outside front and rear turn signals? Working? Not working? If it's not working, replace the turn signal relay under the dash.
