What carb are u runing if your runing a holy dule feed ck the fuel lelvel to much are to lil fuel will do this aso ck the curb idel it may be to low ck for vacum leaks as well Depending on the fuel pump your runing. Your 1994 Honda Civic will overheat when the thermostat is malfunctioning. The overheated engine can experience the idle to surge. The engine should be turned off immediately.
Check your vacuum lines this usually the cause for a surge in engine speed when idling or running.
The first things to check are the air intake, the fuel pump/filter and the governor.
A power surge under a load is probably the transmission slipping. If its a manual transmission the pressure plate is slipping on the disc. If it is an automatic most likely it is a worn clutch pack slipping. If it surges at idle with the tranny in park the surge is usually a defective IAC (Idle Air Control) valve.

i hade the same problem with mine turns out mine was caused by the distributer being faulty. not sure if it is the same with yours but it is worth a try. if that does not work try testing your O2 sensor or idle sensor. . jmm
