Can a parent refuse the right to keep her child if she doesnt feel safe keeping the child in the home?

That is a complex matter which would need to go through a social worker. Remember, you are financially obligated to the child until they turn 18, regardless of whether they are living with you, the other parent, a family friend, or a group home or foster home type situation.

Can custodial parent lock children out of home in Indiana?

If the child is a minor, no, they cannot. Expelling a minor for from their parent or legal guardian's home is an act of neglect. Generally when police officers encounter a child who has been kicked out or locked out, they will bring them back to the parent and force the parent to let them back in. If they refuse, they are arrested and charged with neglect. This is true in all states. If a child is committing crimes, the parent can alert the police to the criminal act and see to it that the child is prosecuted or remanded to the state as a ward of the court and removed from their custody based on the same. But a parent does not have authority to decide they want to expel their child from the home just because they want to.

If the bus driver holds the child on the bus and refuses to bring him/her home, it is kidnapping. However, bus drivers do have some ability to prevent children from boarding the bus. For example, if the child is having a behavioral problem, the bus driver may take the child the the school authorities and have a parent pick up the child.

Do children have to be homeschooled?

If a Parent so chooses to home-school their child, there is no law against it so long as there is a basic curriculum the child can follow, and the the parent registers their home-schooled child with their respective state. It is ultimately the Parent's decision whether or not to place their child in public, private or home school. It merely depends on what the parent feels would be a more productive learning environment for their child.

In the state of Texas if you are seventeen and your parent is receiving child support does the child have to live at home for parent to continue child support?

Yes. Child support is for the "custodial parent". If you are not living at home with your custodial parent, then they are no longer eligible to receive child support. However, the non-custodial parent can request a modification if the child is no longer living with the custodial parent and that includes a change of custody. A 17 yr old is not emancipated in Texas, unless proper procedures through the courts have taken place. If that is the case, then the custodial parent and child are no longer eligible for child support.
