∙ 10y agoThe President is the commander-in-chief of all US Military forces. As such he can order air strikes or limited invasions of foreign territory. Within limits, he can interpret laws, ignore parts of them and strongly enforce other parts. He also is sometimes given discretion by Congress on how funds are spent. He can issue executive orders to his employees .

He cannot make "legislation". If the bill passes the House & is approved by the Senate, then the President can sign the bill into law.
