there are several possibilities first off check all your fuses before anything and make sure battery cables are tight with no corrosion second chevy has a problem with ignition switches spiking voltage and going out youll need a way to measure the voltage drop at the ignition switch third the cluster itself could be bad and there are companies that u can send them off to that rebuild them for cheaper than a oem replacement

Did you check for a blown fuse? Look for one marked TAIL LIGHTS. This is the one that would affect that would affect the tail lights and license plate light.
