The carburetor float may be stuck in the open position and allowing fuel to seep through the carburetor into the intake and into the cylinder.
The needle may also not be seating correctly , check the float the check to make sure the needle is seated properly.
Has to be purchased seperate. After all, this Wal-Mart mower is less than $100, so what do you expect.....

You can fill a cylinder with gas.
Remove oil fill plug raise motor carefully and remove plug in bottom of motor where blade is and let the oil let the oil drain out into a pail. Put plug back in bottom after oil is drained out. Refill from the top. If you have a dip stick fill to full mark. If it is the old style fill to to the bottom of the fill hole.

there should be a drain plug under the mower where the blades are. to fill it is on the top where you check the oil. there is a drain plug under the mower where the blade is. to fill it is where you chech your oil. Many mowers do not have a drain plug, simply remove the dipstick and tip the mower on its side and dump it out the filler tube into a proper container.

It needs something to fill the space of where the air was, such as blood, medicine and other liquids. The liquid inside the syringe displaces the air inside the cylinder.

You need an adapter (shown in link) then fill like a normal fill station.
It is very simple... On the side cover, near the clutch, is a plastic cap. Remove that cap. This is the oil fill cap. You may need a small screwdriver for a lever. Then on the front of the engine is a square headed plug. If I remember correctly a 3/8" open end wrench will fit it. Remove this plug, be sure not to lose it. After the oil is finished draining, reinstall the plug and then fill with oil. Depending on the application it should have anywhere from 14oz to having the oil dribble out of the fill hole.
