If you mean idle high by "surge" then that means you have a vacuum leak somewhere. Check all the rubber hoses in your engine compartment, and while your engine is running, spray wd-40 or some sort of cleaner around the hoses and fittings, because if it hits near the vacuum leak area, the motor will rev up higher for a little bit.

after that you just go to the parts store and buy the replacement hose.

I would change every hose in the pickup just to be safe.
