What causes a car to have a slow ticking sound when you try to start it?

Most likely it's a poor connection to the battery or the battery has an insufficient charge. When the starter tries to operate with low voltage, it will just click like that.

The battery can be low because it's worn out or because the alternator isn't able to keep it charged. Always check the charging system before you replace a battery. For now, see if you can "jump start" the vehicle.
