The wheel may be over turning and rubbing against the body or mud flaps. There may also be a missing or broken part that is hanging and rubbing against the tires. I would recommend getting it fixed at a body shop may also be defective rack and pinion. or caster difference between front wheels are excessive.
The power steering pump is working hard and the engine is only idling. It could be the harmonic balancer

The most common cause is tire out of balance or bent wheel.
Turning to the right, when going forward, you turn the steering wheel towards the right.
