That's what relays do when they are energized.
The fuse box has relays mounted in it. The clicking noise is most likely a relay that has gotten loud.
The Cherokee Laredo usually has an electromagnet in the relay box to close or open the circuit in the fuel pump relay. When it is faulty, it will make more attempts to click on or off and that repetitive process causes the annoying clicking sound.

It's the relay. Check the relay box behind the fuse box or the fuse/relay box in the engine compartment.
One thing that can cause a clicking noise under the car is when the bar bushings get worn out on the sway bar. Also, it could be coming from the struts if strut oil is leaking. Other things that can cause a clicking noise if not working properly are the exhaust system and the transmission clutch assembly.

this type of noise is usually created by one of the relays, within the fuse box. Open the box, locate the bank of relays(little square box's(larger than a fuse)) and when it is making a "clicking" noise, gently rest finger on each one and you will feel the vibration. Simply look at fuse box diagram to discover what that relay is for, and go from there. The sound is power being switched on or off to whatever that relay controls
there is a breaker on back side of fuse box....remove glove box to access it. hope this helps
I have the same problem, but you can stop it by selecting the air recirculation button. Had the same on a 405 as well. No idea what causes it.
