Check the wiring to the bulb for fried connections and the associated fuses. There are known issues. If you are using HID bulbs then you will have a problem with wiring failures. DRL's must be disabled for HID lights.
Also, check the headlight relay in the fuse box under the hood

sounds like you have a bad high low beam switch problem its on the steering wheel. ford had problems with these in those years.

there are two diff types of bulbs. High beam and low beam bulbs. If your low beam doesn't work then you need to replace those lights because they are probably blown.
the bulbs used are 2-in-1 high-low beam bulbs if your high beam isn't working try rewplacing the bulb if that doesn't do it check the wiring or your fuses
