Depends on what the sound is. Some tires are just noisy. A tire with an aggressive tread pattern will be noisy. Some road surfaces also produce more noise. It can also be a tire that has a broken belt, out of round, flat spot, or other internal problem. If you suspect a tire is defective, then have them checked by a professional.
