The brake switch at the pedal is stuck and should be replaced. Also check to see if hard rubber round pad on the brake petal is missing which makes contact on brake switch. The back of the pad has a pull through tab that secures it through the hole in the arm. This tab brakes off and the pads falls off and keeps the switch open and lights will stay on. It happened on my wife's car.
Depending on the year, there may be one fuse for all three brake lights, or two fuses, one for the highmount brake light and one fuse for the two lower brake lights/tail lights. So, if all three brake lights are out, it could be just one fuse or perhaps the brake light switch which is on the brake pedal metal arm assembly.
When my 1995 would not shift out of park I called a local dealer and ask what possible causes could be (they were not so pleased with giving free advice) the first suggestion was to check the fuse for the break lights. It was blown, I relpaced it and "magically" the issue was fixed. If your car still shifts I would check the bulbs first.

You probably need to replace your brake light switch. It's near the top of the brake assembly, beyond a trim panel. The fact that all three brake lights don't work rules out problems in the multifunction switch (the cause of similar problems affecting only the two rear lights.)

more often than not there are three brake lights. one at eye level on the rear windscreen and one either side of the hatch/boot. Hope this helps
usually faulty brake lights are either the brake light switch that senses when you press on the brake pedal, a connector somewhere between the brake light switch and the brake lights or the turn signal switch.
when all three of those lights turn on that means that your alternator is bad. i just went threw this same problem with my rodeo
Depending on the vehicle, the brake light is either a separate bulb or a single bulb with two elements in it. A power surge could blow all three bulbs, but a bad brake switch is more likely. Could be a fuse also. The brake swith is at the top of the arm that the brake pedal is on. You can jump across the two wires on the switch and the lights should come on. If they don't, it is most likely a fuse.
there will be three things to check, first your fuses, they are located under the dash on the drivers side, and there is a fuse box under the hood. the 15 amp fuse under the hood in plug 27 is the fuse for the brake lights. if the fuse checks good will need to check the brake light switch on the brake pedal.
if its burnt out, replace it, if not, check the wireing
Get a new brake pedal stop at the dealer, your's must be broken. It's just a plastic plug that goes in the brake pedal arm under the dash. It's only about three bucks.
