white smoke does not always mean oil. Where is the smoke coming from. Sometimes small pin holes in the water system can cause a white smoke or steam which appears to be smoke. If the engine is at idle that would be the only time you could see that type of hole until it gets bigger. Check for any loss of water/antifreeze in the vehicle.
Because the engine is running. Shut it off or give it gas and it will not idle.
Some motors at idle are unable to burn the entire fuel charge because the combustion temperature is insufficient at that regime, what you see as white smoke is indeed raw fuel, it is detrimental for any engine to idle too much for the same reason I mentioned, because part of the unburnt fuel dilutes the oil and can cause lubrication problems in the cylinder liners and damage them as well as other parts that rely on lubrication.

sounds like you have head gasket problem if the exhaust smoke is white in colour then its engine coolant if its blue smoke then its burning oil you will need to get the engine pressure tested at a garage.
Check throttle positioning sensor.
Cylinder misfire. Possibly failed or failing engine mounts.
