The head lights go up and down by vaccum canisters. If the canisters go bad on the down side then they will go up but wont go donw. If you look up front in front of the radiator you will see to goldish round canisters those are what goes bad. RJ Sottile www.hobbycarcorvettes.net

underneath the steering column should be a knob that goes vertically up and down, if its down then the headlights will stay up by shutting the vacuum and if its up then the headlights will go down automatically when the light knob is pushed in.

When you turn on the headlights of any car it causes a load (or horsepower drag) on the engine. Your car has an idle problem and the load on the alternator simply exacerbates it.
The headlights go up and down when you turn the headlights on. If they are not going up or down they may be disconnected from the motor. You would have to take the headlights out to see if they are disconnected or not.
To let the top down on a 2001 Corvette you will need to go where the windshield meets and then, and then you would want to pull down all of the latches. This should let your 2001 Corvette top down.
The headlights require a vacuum to operate down. If there is no vacuum they remain in the up position. You may have a vacuum leak such as a disconnected or broken vacuum line. I have also seen the vacuum reservoir can rotted out and unable to hold a vacuum.
The lights are electric. Check to see if the gears in the motor are chewed up, if they aren't then the problem exists elsewhere. I've been having the same problem.

Engine must be running when you turn the light off- lights are operated from a vacuum system. There is also an "override" switch located at the base of the steering column. If this switch has been activated- then your lights will not go down. This switch was provided by G.M. for Vettes being outside in freezing temperatures. G.M. advised that the "override" switch be activated and the headlights would remain in their upright position on these cold nights. Switch is activated by pulling down or pushing up.
