Engine must be running when you turn the light off- lights are operated from a vacuum system.
There is also an "override" switch located at the base of the steering column. If this switch has been activated- then your lights will not go down.
This switch was provided by G.M. for Vettes being outside in freezing temperatures. G.M. advised that the "override" switch be activated and the headlights would remain in their upright position on these cold nights.
Switch is activated by pulling down or pushing up.
Check your headlight switch, canisters, and vaccum lines. It has to be one of those three things. RJ Sottile www.hobbycarcorvettes.net
get a new head light motor
The head lights go up and down by vaccum canisters. If the canisters go bad on the down side then they will go up but wont go donw. If you look up front in front of the radiator you will see to goldish round canisters those are what goes bad. RJ Sottile www.hobbycarcorvettes.net

you havent turend them off
if the car was involved in a front end collision the bumper guard could have been pushed back enough to block them from going down. My headlights were in such a way they would go up but not down - had to remove the bumper guard and then straighten out the frame a little for em to work
