You have to many applications to start every time you reboot the system or turn it on. You need clean the startup list. There is one standard trick Start->msconfig->Startup. Uncheck files you don't need to start when the system starts. Also you can use registry to do the same thing (you can Google it). But the best way is to use special software which allows you do everything right and fast (jv16 is one of the best, but it's shareware).

If you use the unlock option you will still have a narrow blue line at the bottom. But the taskbar basically would be hidden. If you use the autohide option the taskbar will hide completely automatically. But when you move the cursor at the place where the taskbar suppose to be the taskbar will pop up.
You right-click on your taskbar and then click on properties. Then you un-select 'Keep the taskbar on top of other windows'.

If you don't see 'Unlock' then the Taskbar is already unlocked. Next, drag the Outlook Express shortcut icon from your desktop to the Taskbar, and release. A mini icon will be created on the Taskbar. Click on the mini icon to be sure everything is working ok. If you want to lock the Taskbar, just follow steps 1 and 2 from above, but choose 'Lock the Taskbar' instead.
