In some cases, this is an allergic reaction. In other cases, this puffiness is a reaction by the body to seasonal Allergies or airborne irritants. To combat it, try several home remedies. One such remedy is the used tea bag trick. After you have had your cup of tea, refrigerate the bag. Use two damp, cold teabags as compresses for your eyes. Leave on 10 minutes, then rinse eyes. The slight moisture in the old tea bags will help rinse allergens out of the eyes, and the tannin in the tea will relieve the tiredness in your eyes. Cucumber slices work in the same way. Very nice with a facial mask. The last is rather drastic...but it works. Go to the health food store and buy a noni pot. This is a nasal irrigation pot, and it is for literally rinsing your sinuses. Simular to being dunked in the ocean, it will rinse out the mess from your sinuses. Follow the manufacturer's directions, using only uniodized salt to make the saline solution. Another tip...never make the water more than room temperature. Yes, this is drastic...but over the space of three days, my bags went down measureably. I could breathe better too. This method was mentioned on the Oprah show by Dr. Frank Oz.

well, by 'Eye Boogers' I think you mean 'Sleep'. The glands in your eyelids and the protective tissue that covers your eyes will produce secretions(a kind of discharge) that help protect your eyes while you sleep. These secretions will build up under your closed eyelids because little of it evaporates. Hope this helps(:
