wheel bearing could be bad
Should be right in front of the carburetor, basically centre of the engine, steel pipe going into it.
If it's coming from the engine, it's a belt problem. One of your accessories might be out of alignment, or your belt could be going bad.

get a test light and see if there is juice going into the switch and juice coming out of it.
The engines timing could be advanced to much. If it's a front wheel drive a CV joint could be going bad. Knowing a more precise area of where the sound is coming from might help to identify the problem.
There may be damage or misalignment in the front brakes if this is where the sound is coming from. If it is from more generally under the hood, this can be the power steering.
Standing in the front of the engine it will be on the left front side of the engine up by the front of the valve cover. It will have a medal line coming from the bottom of it and going to the exhaust manifold.
Because in the back seat you may not see where you are going and in the front you can so you may get motion sickness by not looking where you are going.
You did not say what kind of vehicle it is. If it is a front wheel drive, it has drive axles and if the drive axle is going out, it will click especially when you turn the wheels.
Define scrubbing please. If it's what I'm thinking it could be the CV joint in a front axle going bad.
