Harmonic balancers are composed of 2 elements: A mass of metal proportionate to the engine in the respect of reducing the acceleration vibration from the pistons firing, and a energy dissipating element, such as fluid, rubber or a clutch. If the mass of the balancer becomes fatigued and cracks, the energy dissipating element will be rendered useless. The fluid may leak, the rubber may become dry rotted, or the clutch may be come worn out.

No. The harmonic balancer does exactly what it says. It is to keep the engine from viberating. You need to install a manual oil pressure gauge and run the engine cold and hot to determine if you really have a pressure problem. Most likely you have a bad oil pressure sending unit.
If the sound lessens as the engine revs up, it could be the harmonic balancer. The rubber around the pulley could be bad. This is quite easy to see from underneath the car.
