The push button for the fog lights is in the center stack of the dash , to the right of the radio , near the bottom of the radio

Check in the center stack of the dash , just to the right of the radio I believe there is a push button to turn the fog lights on and off
the battery is low,need to be charge

If the dashboard dimmer switch works with the other dash lights, the fault is in the radio unit itself.

That seems to be a common problem on the 1998 models. From what I have read, it seems to be bad soldered connections in the radio.
It's a relay. Which one it depends... I would start from testing headlights relay.
check the ignition switch under the console on the steering column
there is two a main one in the engine compartment and one inside the truck its self (for the radio, interoir lights etc....)
