When you say rear turn signals don't work, I'm assuming the front do work. In this case it is probably not a turn signal switch or flasher, but more likely improper bulb installation or printed circuit board,( bulb holder) fault. Try turning on the E flasher and see if all four flash, if so the problem would be in the turn signal switch in the steering collumn or wiring. A little tough to change for a do it your selfer.

The flasher for the turn signals is located on what Chevrolet calls the convenience center. It is located behind the dash to the left of the steering column. It is anything but convenient to get to.

There's a high pressure switch on the power steering line that activates when the steering wheel is turned all the way in any direction. This activates the AC compressor, which raises the RPM's. If the switch is not working, then the vehicle could stall.
Make sure the 1989 Chevrolet Cavalier horn fuse is in working condition. Make sure the positive and ground wires on the horn are tight and free of corrosion.
