I was looking at the 1998 Lincoln Town Car Owner Guide and there is an auxilary power outlet located on the instrument panel ( unfortunately it doesn't have a drawing showing exactly where on the instrument panel )

The fuse panel is located under instrument panel on driver's side. The power distribution box is located in the engine compartment and that has high current fuses that protect car's main electrical systems.
Door locks are protected by circuit breakers. A surge of power to a fuse would cause it to blow. They are located in the fuse panel.
Don't know about a fuse but there is a "Power Seat Circuit Breaker" in the Passenger Side Instrument Panel Fuse Box(open door, remove cover)...

There are numerous reasons that can cause the instrument panel to stop working. In my case, I found a pin on one of the printed circuit boards that had never been soldered. This pin supplied 12 DC power from one board to the other and was black from arcing over the years. This was an intermittent problem that would cause the entire panel to come and go. I soldered the pin and the instrument cluster has been working flawlessly ever since. Bad grounds are often the cause for electrical problems in Corvettes.
