Roman religion was Latin religion with early influences from the Sabines and the Etruscans. The biggest influence was Greek. The seventh king of Rome, who ruled in the late 6th century BC, was said to have bought the Sibylline books from the Sibyllines of Cumae. The Sibyllines were Greek oracles. Some of them lived in the Greek city of Cumae in southern Italy, some 120 miles south of Rome. The Romans adopted five Greek divinities quite early on: Castor and Pullux, Apollo, Asclepius and Cybele (whom they called Magna Mater, Great Mother). They also absorbed many of the myths found in Greek religion. Later they associated their divinities with the Greek divinities.

The civilization that had the greatest influence on Roman religion was the ancient Greeks. It depends on what you mean by 'greatest," which is a very subjective answer. In short, yes, the Roman Empire was one of the greatest, if not the greatest empire. While it didn't have the land of the British Empire, the cultural dominance of the United States, or the historical impact on societal development of the Persian Empire, it was extremely powerful for its time, and did have lots of land, military might, and historical impact, particularly by setting the groundwork for western civilization by spreading Christianity throughout the Mediterranean.
Several civilizations had an influence on Roman religion. The largest is probably ancient Greece. Many of the Roman gods have Greek equivalents (ex. Zeus=Jupiter). Another important early influence came from the Etruscans (from the area north of Rome). The third would probably be Egypt. There are also civilizations that influenced Greek religion, which in turn influenced Roman, like Summerian, but that makes the list longer.
