A bachelor's degree followed by a master's degree are considered standard requirements for admittance to a PhD program.

There are some degrees in psychology which require only a bachelor's degree. In some of the programs you can get a Master's on the way to the PhD. There will most likely be more hours along the way to the PhD when you are accepted with only a bachelor's degree.

PhD is among the highest of academic degrees. But it will get you nowhere in the field of medicine, for example. The term "PhD" is used rather loosely much of the time.
