The conference began on October 10. The major source of conflict at the conference was between those who favoured a strong central government, such as John A. Macdonald, and those who favoured stronger provincial rights. Representatives from the Maritimes and Canada East (now Quebec) tended to argue for provincial rights, fearing they would lose their cultural identity under a centralized government. Macdonald thought the failure of smaller, localized governments was evident in the American Civil War, which was still being fought in the United States as the delegates met in Charlottetown and Quebec. The delegates eventually compromised, dividing powers between federal and provincial governments. They also decided to have an elected lower house, the House of Commons, and an appointed upper house, the Senate, although there was considerable debate about how many senators each province would have. The Prince Edward Island delegation called for what could be seen as the forerunner of the current Triple-E Senate proposal. Eventually, a proposed structure for the government was written out in the form of the seventy-two resolutions at the end of the conference.[1]

there were actually three conferences. the Charlottetown conference, the quebec conference and the London conference. the Charlottetown conference was held for the maritime colonies because they were planning a union between the maritime colonies, but representatives from upper and lower Canada attended to see if they could try and convince them to form a larger union. the quebec conference was held to discuss forming a new united country and the London conference was held to create the BNA Act. this is a good website for information: www.collectionscanada.gc.ca/confederation/023001-2000-e.HTML

Why didn't the delegates at the Quebec conference just sign the constitution and make confederation official?

The governments that were represented at the Quebec Conference were not governments of independent countries, they were the governments of Britain's North American colonies, with the exception of British Columbia. They were not breaking away from their mother country in a revolution as the Thirteen Colonies had when they formed the United States; but they were discussing whether they should join and create a new nation and they felt they needed Britain's permission to do so. The British Government gave its blessings and, with direction from several of the Quebec delegates, John A. Macdonald in particular, they created and passed the British North America Act, which was based on the 72 Resolutions passed at Quebec.
