Well to be honest skin tone shouldn't really effect the color of polish you use, however there certainly are certain colors that look more neutral and captivating with certain tones. For pale skin I'd suggest using blues, reds and even dark colors like black and mahogany. While pinks and such may still look good, they tend to blend in a little too much with the pinks of your skin tone. For olive or medium I'd suggest green shades, though nothing extremely neon, and perhaps even yellows and golds. Also, bright pinks and purples look exceptionally good with this skin tone. As for darker skin tones, I'd go with anything bright and playful to really stand out against your complexion. Hopefully this helped! (:
I would say like red, pink, brown, colors like that

Hazelnut hair color is not as red as chestnut but also not as golden as caramel, it looks a little deeper. For fair-skinned people, Hazelnut color hair would be a great way for you to improve your skin tone and make yourself look warmer; for warm-skinned people combining hazelnut color with lighter highlights will create a more exciting look.
Both. It depends on their genetic make up. In the North there would be more mixing of genetics with typically more fairer western European countries e.g. Germany. However there are also fair skinned people in Sicily. This is due to a mixing of genetics with other 'typically' fair skinned areas. Sicily has a history of being invaded by the Vikings and Normans- typically fair skinned people. This mixing leads to fair skin genes in the gene pool, hence the existence of fair skin Southern Italians.
On this basis populations of fair-skinned people living in areas of high sun exposure such as the southwest United States or Australia are subject to increased risk.
