It's unlikely we can know for sure, but logic would tell us that they were probably white to possibly somewhat dark complected. This is because Moab was a decendent of Lot who was Abraham's nephew. Abraham's family were ultimately decendants of Shem, the son of Noah. The African people were unrelated, since they were the sons of Ham the son of Noah.
We may presume that they were of Middle Eastern complexion. Geographically, they lived in the region of modern-day Jordan. Our tradition is that the descendants of Abraham, including the Moabites, were not all similar to each other in appearance, though none of them was very dark-skinned. And unlike the Ishmaelites, the Moabites had no Egyptian blood.
Terah, Abraham's father and the ancestor of the Moabites (through Haran and Lot), came from southern Iraq, while the wider family was from northern Iraq.
Moabites were a West Semitic people, so they were fairly dark-skinned, just like the Palestinians and some Jews of today.

Ruth was a Moabite. Moab was a strip of land in modern day Jordan that ran along the eastern shore of the Dead Sea.
The land of Moab is located east of The Jordan River and The Dead Sea, and south of the Arnon (Numbers 21:10-15). Today, Moab is within the Kingdom of Jordan. Throughout the Bible you can confirm this, and even in any maps, archeological sites, etc. is right there, just as the Bible says it is. =)
Elimelech was Naomi's husband. When a famine came to the area around Bethlehem, Elimelech and Naomi moved to Moab (Moab was the name of Lot's elder daughter's son and the people and land are named after him.) Moab is where Elimelech died. This story can be found in the book of Ruth.

The King did pray to God who went against the people of Ammon, Moab, and Mount Seir, who had come against Judah; and they were defeated (see 2 Chronicles 20).
