The bill goes to the rules committee as a last step before being voted on in the house floor. The rules committee establishes how a bill will be voted on and any restrictions on how that will happen.
It was pulled from a committee vote because of lack of support of committee members, due in part from lobbying from law enforcement. Committee approval is required to vote on the bill. The plan is to resubmit the bill to the committee when enough support is gained to pass a committee vote. The earliest that this could happen would be January 2010. According to (http://norml.org/), it will be voted on Tuesday, January 12th 2010
