In March of 1865 the US Congress became alarmed at the violence between settlers and Native American Tribes in the western frontiers. The Congress established the Joint Committee on the Condition of the Indian Tribes. This committee came to the conclusion, that at that time, white settlers were the main cause of violence between them and Native tribes.

During the course of the US Civil War, the continued violence in the western territories between Native tribes and white settlers alarmed the US government. Alarmed by the escalating violence in the western territories, the Congress established the Joint Committee on the Condition of the Indian Tribes in March of 1865. Their first report blamed white settlers for inciting the violence. A new push for fair peace treaties developed.
The Northwest Ordinance was an act that went into effect in 1785 that dealt with governing the western territories. Congress created a committee in 1783 to deal with the western territories and the Northwest Ordinance was born out of this.
