There is a lock ring on the inside of the dash where the switch connects. You need to remove this lock ring to remove the switch from the dash.

You do not need a key to replace the ignition switch.

I noticed you said you already replaced the ignition switch. some cars have an adjustment for the push rod that connects from the ignition switch on the lower part of the steering colomn and the key switch on the upper half. Check to make sure this pushrod is not bent or damaged. You should also consider replacing the (upper key unit if this doesnt correct your problem). The push rod or the key switch(were you put the ignition key)are in my opinion the only two possibilitys. This is my best advise, good luck.
