Engine temp sensor sends signal to ECM
ECM sends a signal to the CCRM (sealed box of relays under the air filter housing)
CCRM is wired to the Fan. Hi and lo relays are inside box.
Check fuses for ECM and Cooling Fan too.

The coolant fan switch on a 1998 Contour is located at the front of the engine, near the radiator. It controls the speed and operation of the cooling fan based on the actual engine temperature.

The temperature sender for the coolant is located in the water outlet. The upper radiator hose goes to the water outlet. The sensor with 2 wires goes to the gauge and the sensor with 3 wires goes to the computer.
On the Escort the ecm is called the pcm (power control module). It is located in the console inside the car just below the heater controls.
