A boring machine is used to enlarge a hole that has already been made, such as a gun barrel or a cylinder in an engine. By boring you can achieve greater accuracy in the diameter of what ever hole you are attempting to enlarge. You use different types of machines to achieve your purpose. This is a manufacturing process.
There are many advantages, mainly concerning the amount of different tools you can use in them. The bench drill press can take bits of up to 1/2 shank size and many of those are drill bits up to an inch wide. Milling bits can be used to 'mill' large areas of rough surface to smoothness, and 'square hole tools' can also be used. The large drill press is a very versatile tool.

Use a masonry drill. If you are drilling a large or deep hole, you can use a hammer drill with a special bit. If the hole is very large, you can rent or hire someone to do concrete sawing.

Ouch, tough one. You might be able to have a machine shop drill and tap a hole that would let you screw a pipe in to hook up a tube. It would depend on what is directly behind that hole in the engine. Consult a machine shop or mechanic.
