What could be causing the interior lights and headlights to dim and the dash voltmeter to drop when pressing on the brakes of an 83 Silverado?

A slight drop in voltage is normal when the brake lights are on, but it sounds like you're getting a greater than normal voltage drop. Remove the cables from the battery terminals, then clean with a wire brush and re-attach. Be sure that the cables are tight on the posts (you shouldn't be able to rotate the cables on the posts by hand). Also remove the battery ground cable where it's attached to the body of the truck. Any rust or corrosion on the cable or body should be cleaned with a wire brush before re-attaching the cable. If the body is too corroded or rusted to make a good connection, you may have to find another point to attach the ground.

there should be a button by the steering column that enables you to bypass the motor in the pop up headlights. Try pressing that and see if they go down.
